It's way better to keep vocabularies in some declarative form, eg, JSON. Then in the future those can be put into the file or database, customized per client, entered via UI, etc. Even non-programmers can then handle that part.

Of course, I am not talking about this specific case, but in general. This specific case has been solved by some library already.
