It's rarely the case tasks are of the same nature. For example, research problems are their very own class. However, some estimation can still be done. It takes some experience to foresee problems (and tackle them with early proof-of-concepts), but otherwise something a la Function Points can still be used to give ballpark figures for the management. Still requires some historical records.
