Do you mean preparing problem statement? Not sure I agree it’s more important (specifically for engineers) than problem solving (as activity), but surely it’s quite important as a skill. I see problem statement more like a top level of eliciting requirements. And ideally it should happen together with the business side. Said that, “problem forming” does not receive attention it deserves. I see a parallel here that product management did not receive that much attention as developing the product, because of the same “building the right thing” side vs “building the thing right”. Would be interesting to read!
